The Government of the Canton of Sarajevo adopted the Regulation on the types, amount and manner of use of funds from the Budget of the Canton of Sarajevo for film production, which introduced a program of fiscal incentives for the production of audiovisual works in the Canton of Sarajevo. Incentives for film production were introduced with the aim of encouraging filmmaking, creating favorable conditions for the development of professions and projects in the field of film activity, as well as promoting the production and service potential of Sarajevo Canton as a production location.
BRIEF OVERVIEW OF THE FISCAL INCENTIVES PROGRAM
TYPE OF INCENTIVE
Non-refundable funds
AMOUNT
30% of the acceptable and justified costs spent on the production of the audiovisual work in the territory of Sarajevo Canton, in accordance with the report of the authorized auditing company.
MINIMUM EXPENDITURE OF FUNDS
For feature films and TV films: 100,000 KM;
For feature TV series: 100,000 KM per episode;
For a feature-length documentary film and series: 100,000 KM;
For short films and video clips: 60,000 KM.
FORMATS
Feature film and TV film, feature TV series, feature documentary film and series, short film, video spot.
DEADLINE FOR SUBMITTING REQUESTS
The deadline for submission of applications is published through a Public Invitation of the Ministry of Culture and Sports of the Canton of Sarajevo on the website of the Ministry of Culture and Sports of the Canton of Sarajevo and in daily newspapers of high circulation that are distributed throughout Bosnia and Herzegovina. Requests are submitted to the Ministry of Culture and Sports of the KS.
The Ministry of Culture and Sports of the Canton of Sarajevo announces a Public Call, which is open in three periods during the current year, and at the latest until the expenditure of the funds planned for this purpose in the Budget of the Canton of Sarajevo.
WHO CAN SUBMIT A REQUEST
The applicant can be a legal entity registered in the Canton of Sarajevo, which produces an audiovisual work on the territory of the Canton of Sarajevo as a producer, co-producer or for which it performs a production service or an association based in the Canton of Sarajevo that has goals and activities aimed at supporting the development of film production and audiovisual works .
ACCEPTABLE COSTS
Only costs related to the production of an audiovisual work that are incurred and paid to legal or natural persons in the territory of the Canton of Sarajevo, and which are related to purchased goods, services provided, use of locations and payment of fees to team members, are recognized as eligible costs.
UNACCEPTABLE COSTS
Costs that are not recognized as eligible costs incurred in connection with the production of an audiovisual work are: marketing costs, costs related to the purchase of real estate, distribution costs and value added tax. Only costs spent on the production of an audiovisual work are recognized as costs for incentives.
TOTAL BUDGET
The Government of the Canton of Sarajevo determines the budget for the incentive program by the Law on the Budget of the Canton of Sarajevo for the current budget year.
PROCEDURE
Requests are submitted on the provided form to the Ministry of Culture and Sports of Sarajevo Canton along with all the necessary documentation, as provided by the Regulation and the Public Invitation.
The Commission makes a decision within 15 days from the closing date of the Public Call. If the request is approved, the Ministry of Culture and Sports of the Canton of Sarajevo signs the Agreement on the award of incentives with the applicant. The Ministry pays out the approved amount of incentive funds after the production of the audiovisual work has been completed if all the obligations stipulated by the Regulation and the Agreement have been fulfilled.
VAT
VAT is not considered an eligible cost.
